Graffiti Research Lab (GRL) did it again! After creating the infamous LCD THROWIE and inventing the super doopa dope LASER TAGGING SYSTEM, the guys from GRL just snatched the first price in competition by instructables.com by providing an extremely detailed Instructables tutorial on how to build a cheap, portable special-effects rig to create "bullet-time" animations.
